Despite its military origins, Internet evolved to be a set of widely available means of communication. One has to remember, that it does consist not only of World Wide Web, with it's billions of web-pages, but also, other protocols, such as e-mail, instant messaging, or controversial peer-to-peer file exchange systems. 
Due to the very nature of the Internet, decentralized, originally to survive nuclear strike against continental United States, it is extremely hard to monitor and control. This has risen many concerns, both among those worried about security, and those who believe in enforcing their moral code by law. 
In my opinion Internet should not be controlled. Freedom of information is very important to maintaining other freedoms. One has only to look at the example of China to see the suppression of political dissent and attempts to block citizens  access to democratic influences (the so called Great Firewall) 
There is also significant difficulty to control. It is impossible to control the Internet without giving government nearly totalitarian powers. Allowing any agency to, for example, read private email, would be an extremely dangerous precedence. It would not stop anyone using strong encryption or code, which most certainly would be used by determined criminals or terrorists. But there would always be temptation to use the system to fight "sedition", "dissent", or "depravity". 
As Abraham Lincoln said, those who sacrifice liberty for security deserve neither.
